Do workers who receive tips also qualify for a minimum wage?

Tipped workers in Florida have to be paid minimum wage based on a 40 hour work week. In other words, if the amount of your tips does not equal the applicable minimum wage at the time, then your employer is obligated to supplement your pay to make sure that you at least make minimum wage.
